When is the time to invest in secondary market?

We all know that market are bullish some times and bearish sometimes. Most people are buying stocks when markets is moving up or at higher prices that is near 52 weeks high and they keep on waiting till their price comes which takes such a long time and most people lose their hope and sell for loss.From my point of view the right time to buy is when the market is bearish so that the stocks prices crashes to an extent and also we need to buy an considerable quantity so that we can book profit when index recovers atleast 50 points.So enter the market wen it is bearish.
